Wait hang on, what were the rules of the nomination round again? How many nominations per voter? Why are there so few entries and nearly no duplicates? I can understand voter turnout being low but just how many votes do they get?
Also, I assume it'll be like previous years where nominations were done in 2 parts? First pass being "only select from these series" and then second pass being "ok pick anyone we didn't collect first time round"? Else something is really wrong if Yuri doesn't even get in. I assume the duplicate entry of "Tenshi (kanji name)" and "Tenshi" means Kanade got in.
