I doubt that it has much to do with Code Geass. All of the countries were given non-standard names. From the official website, they are (roughly):
- United States - Liberion
- Italy - Romana
- (Free) France - Free Gallia
- UK - Britannia
- Japan - Fuso/Fukuwa
- Germany - Garasuland (Grossland?)
- Finland - Suomasu
- Soviet Union - Orussia
