No, even his memories is lost Tigre got natural talent as the markmanship of archery so his natural skills of archery never lost even he has lost his memory, it's same like when Sie Fan is being manipulated by Sinsai at the Tekken Chinmi during the final of the Martial Arts tournament when fighting Chinmi such as his natural talent as staff users is not reduced even a slightest bit. I already saw his markmanship is very natural and unmatched in every battle with range two times more than ordinary archers, (Original archers can only have 125 alsins if i remember but Tigre can up to 300 alsins for a perfect accuracy).
I believe the Vanadis that knew him will come to aid Tigre no matter what, even the civil war happens but i believe Ellen, Mira, Sophie and Olga will join forces to have Tigre back and threw away every common errands asside such as Ellen and Mira or Olga and Sophie's rivalries.
