I voted for Jiraiya. I think Itachi WAS afraid to face him. As soon as he summoned the frog stomach he took off.
If Itachi is SO AMAZING, he could've just beaten the crap out of Jiraiya and taken Naruto.
And for Oro not fearing Jiraiya, I think he just would never admit to him being stronger. Just like how Sasuke is to Naruto, Naruto is clearly stronger but Sasuke just wont admit it.
