It's probably part art style and part "zomg, I'm looking at partially naked people." Japan is so odd in some regards. There's such a free attitude towards sex in the country but showing skin, men with shirts off, and various other things is *boggggle* to them.
It could also be that all the female characters are all bi-s and blush at the hotness of the other female characters!
