Well, at the very least, the blue colour is a first.

Neither Nanoha or Hayate wore that colour even when they first officially joined TSAB as a AF/GF Cadet as shown in the A's manga. Though it was a black/white manga, the colour tones were clearly not blue.

Fate is out of the equation, since we know they wear black regardless.
