Until this episode, you could easily say that about all 3 of the girls. However, there really was nothing stopping either Ai or Noe from taking action except their own indecisiveness. On the other hand, Hiromi
does, even before the show started she has known that the childhood friend she lives with and likes
might be her brother.
This raises all sorts of questions with the "might". What if he is? What if he isn't? People act based on what they know from their own situation, but Hiromi doesn't know her own situation, which is why she can't "spit everything out".
I'm not saying that Hiromi should win, it's just not fair that you hate her for being indecisive when they're all indecisive.
