I am not 100% sure, but I do believe that it's pretty much a bootlegged copy. For one thing, it's region free and has English subtitles, which a regular Japanese Anime DVD would never have. ALso it say its a box set within two DVD and I find that hard to believe for Japanese releases.
And as you said, with individual DVD still 50-60, a box set for $32 is highly unlikely.
Since I don't think the series is licensed by US CO, yet, there is no way that this kind of price is probable.
Plus 26 episode in two DVD means that the quality is probably not as good. More like the ones you can find through online sources. So I suggest you to hold your mouse for now. Maybe it'll get released in US in due time (at least a year or two)....
