Ah. That was in the English translation or the Japanese original? Because English translations are no longer 100% reliable, especially after what happened a page back.

You who lost everything and still desired the world.
Can you push past the invisible boundary?

That was the faceless voice spoken to him from the darkness of reality.
He didn’t care. He just wanted to kill time, not that he had much left anyway.
But that was before the new program installed, and he was welcomed into a new world.
Accel World.

Back when he could see, he was a gamer. Even now, he could still perceive through his collar, the only escape from the prison cell that was his body. So when he awoke for the second time today, he could perceive the colors around him. Demonic City would be drab for any other person, but to him, it was a burst of realism that he could vaguely remember from his last encounter with it. The first few steps out of bed and around the ruined floor of a desolate hospital were jittery, but they quickly picked up pace.
Soon he was bounding up elevator shafts like a time-removed assassin. With a flip and a tremendous crash, the newly-minted Duel Avatar smashed through rusted car doors and into the burnt Demonic City air, landing ferally with one knee on the ground. His body was telling him a lot of things, and he was dizzy with excitement. He was glad to see that amid the newfound strength and coordination, that his instincts had not decayed one bit. That brought a smirk to his face.
A smirk. It was another new old experience, one that he could feel and touch, that his body told him that he was smirking without having to look into a mirror he couldn’t see.
The boy touched his face, and winched a little as he met cold solid metal. Had there been anyone watching, they’d be curious as to why was a shining avatar of pure gold examining himself like a veteran sculptor does his ultimate creation. The boy didn’t care for a moment as he kept looking. His body gleamed from head to toe, as polished as it was from the moment he spawned. He was humanoid enough, even if somewhat short. And a mechanical tail ending in fine gold bristles. He wasn’t sure if that tail had a real function, or was one of those fetish things one found on the dark corners of the internet, but just the sensation of it moving lazily in his hand, and being able to feel it move was enough to hold his attention for a few more seconds.
Now he was wondering if he could find a mirror, when he mentally smacked himself in the face.
“Character profile... Character profile... Every game has a character profile...”
The golden avatar read and tabbed through various keys and commands, covering his view with a gamut of dialogue boxes that he spawned and cleared after a few glances. And finally he was greeted with a holographic view of his visage, framed with vacant slots all around for his armor -- “Enhanced Gear”, as it was called in this game. Right at the top was his name:
“Gold Cub.”
And as the name suggested, his avatar was a smallish creature, with child-like limbs and maneless face that was topped off by round ears -- a humanoid lion’s cub. Gold Cub was satisfied; most of his previous avatars were leonine plushies. Most people didn't get it, and why would they? The inspiration for those avatars predated the turn of the century.
Gold would’ve explored the ingame system some more had the words HERE COMES A NEW CHALLENGER not completely obscure his view. With a sound of a gong, his entire GUI was swiped away as a dropdown timer and HP gauges took over the top of his “screen” and a pointer began compassing towards an incoming opponent.
His blood boiled with gay, his heart pounded away on a rampage, and the boy retracted into combat stance.
“No tutorial? At least I won't be bored...”
Pardon my terrible English. I didn't want to reveal much of Gold Cub's real world identity, but I needed to show his origins. So I got the balance here... I think.

It's pretty good, save for a few factual discrepancies here and there. Firstly, it seems that he is a patient in a hospital. If so, he has to be connected to the hospital's local net constantly so that they can monitor his vital signs through his neurolinker. As such, the only way anybody can challenge him is to also be in the hospital, whether as a visitor or a patient.
It seems that they are in the Unlimited Neutral Field, judging from the number of Burst Linkers. However, that would have to mean that all of them were connected to the hospital's local net to be able to meet there.
You also have to be at least level 4 to go into the Unlimited Neutral Field.
