While it his his father's interpretation, it's a priest, not the Headmaster... the Headmaster doesn't show up for several volumes

It may be a pet-peeve but don't forget its his fathers interpretation, not to mention it was dark at the time. Also even the headmaster can be interpreted as a priest if you look at him from behind, he even in the picture doesn't have his hood on and we've never seen the headmaster without his hood, so whose to say his head doesn't look like that from behind. So there is the possibility, nothing is for certain unless its stated otherwise.
I like to think in some sense it is the headmaster cause it would add a nice flow into the story as Tsukune just not randomly being thrown into the academy
