That's exactly it. It also focuses your attention on that bit. For instance, thighs are obviously lovely, but when a woman is naked you can't appreciate them because your attention is on... everything else. However when everything else is suitably covered, you can really see there fineness and appreciate it more fully, and in fact, something like Zettai Ryoukkai can even
accentuate it, and make them even better.
Likewise, cleavage is better in a low cut shirt + suitable Bra support then just hanging free. Your attention
gets drawn in.
