I disagree about having all aspects covered. I'm not saying either of these people will become SHs, but Viola and Barty have unique and very useful powers to add to the mix. Bellamy is just a weak Luffy though. I don't care much about him.
As far as fishmen go, I think it's a given that Jimbei will join at some point. He's already an honorary member in Luffy's mind.
