The cleric in question is Moqtada al-Sadr, he's been around for quite a while.
He's generally done pretty well for himself and his faction in the years since the Iraq war. You'll recall that his Mahdi Army had control over Basra until the battle of Basra in 2008. The Mahdis were pushed out there, but it wasn't a conclusive battle.
He's an interesting, if somewhat mercurial figure.
