Smiley a product of multiple things. He was left overs from the experiments gone wrong, CC condensed it to HS2, and the Devil fruit gave him life.
The main reason I think he is weak is his overall performance with Luffy and his deal with Law over the heart switch with Monet. At first he seemed like a powerful person but the further the arch goes the weaker he seems and the less intimidating of a character he becomes.
