A bit more on Background:
This Nanoka is a loli spinoff of an older char who appears in another fic of mine, Mobile Angel Reiya, which is set in another universe, but the same multiverse. I've always wanted to do a backstory on her, and this thread gave me the idea to get started.
For Nanoka's father's tribe, (he's still unnamed, I need a name for him) I was thinking about a traditional Japanese society existing in MC, like the German Velka group that arose on the planet. They are human, but due to some morphological differences, like pointed ears, they call themselves Eta, meaning "descendents of gods" in their tongue, and hence have a low opinion of other races. Human-Eta relationships are frowned upon. And worst off are the Half-Eta children like Nanoka; to them Half-Eta seem like defiled atrocities. Ironically, the Moriyama twins have an incredibly rare Eta trait, the "lopped ear", meaning they have their ears all furry and sticking straight out the sides of their heads. Culturally, that means that they share the ears of the Starseer Teana who supposedly brought the Eta to Mid-childa eons ago. That trait is also considered sexy in Eta tastes, so you can imagine the irony when both of them drop by the village for the first time.
Nanoka knows transformation magic to turn her ears to those of a human, and so her lopped ears only appear when she unseals Pluma Holi.

Current Situation
Setsuya Amemiya is a mid-level member of TSAB's 9th Investigative Unit dubbed INVIX (Taken from the roman numeral of 9 and the INV of Investigative) which is given assignments by the executive branch. 9th Investigative Unit is not affiliated with the military branch of TSAB, however many of their assignments see INVIX cooperate with the likes of investigators from the TSAB Armed Forces.
He is notable in that he has mage ranking of A- while being a commissioned officer. This low rating causes him to be overlooked and underestimated and has made it difficult to move up in ranks. He compensates with his physicality, using more physical force than relying magic spells. Longer arias and casting times are usually required because of his low magic output.
Amemiya’s magical system is an unusual hybrid of Midchilda and Belka. Most Belkan practitioners make use of Armed Devices with cartridges; however Amemiya’s Sirocco is a limited boost device as well as an armed device and saps magic energy from the surroundings to increase his own output.
Advantages: Has the potential to be an excellent hybrid combatant using fast and devastating physical attacks coupled with good ranged options and defensive abilities. Excels in melee and can be an asset in overcoming anti-magic field environments and other situations where alternative methods must be used.
Disadvantages: While he has the ability to fly, doing so is straining. He is not very well geared for a support role as his spells do not have a fast execution time. Amemiya will usually be dependent on a fullback who can cast support spells as well as boost ups at a high rate.
History Summary
Amemiya was a victim of the final Book of Darkness incident 10 years ago. His linker core was absorbed and suffered long-term damage. This is the main reason for his inability to break S rank and why it has taken him a longer time to move up the ladder. Twice a month, he sees a physician in hopes of restoring his linker core back to its original state. Several years ago he learned of the mistress of the Book of Darkness and harbours some ill will towards Lieutenant Colonel Hayate Yagami and her circle of friends.

Sirocco the Soul Siphon

A curved backsword much like a sabre and wielded with one hand. This is preferred for swifter attacks and increased mobility. Sirocco makes use of general boosting to increase the user’s magic output by collecting and actively leeching magic energy collected from the immediate surroundings. Magic output can be greatly increased over a short period of time much like a Belka cartridge (spike boost) or marginally a longer period of time (level boost).
Forms
Passive form (Default): When Sirocco is sheathed it looks like a mage’s staff. Used much like a staff and allows for more summoning abilities rather than physical attacks.
Active form: used much like a physical sword. Open wounds allow for more magic power to be collected.
I like the character Kha, and the wrinkles you've put in place. Unfortunately while I enjoy mahou shoujo I don't make myself watch/read much of it so many of the references went right over my head. I can't really offer much in the way of advice right now, sorry.

No prob man. A nice and dark character you got. The interactions with Riot 6 is definitely going to be problematic. And I see a fic of him being assigned to work on the same case as the Riot 6 due to his AAMF specialty, and literally sparks flying all over. There's potential to make a powerful story out of that for sure!

She was first discovered to be aptitude with magic when she was only 3 years old: Annabelle cast an earth-based shield that prevented her family’s villa from buried under soil when a landslide struck her village. Despite the newfound power she was unable to protect her village from the landslide that also claimed her parents’ live and was left as the only survivor. After the disaster, she was adopted by her grandfather who was also the master of Leonidas who would play the role as Annabelle’s partner for the next eight years.
Currently she is assigned under Yuuno Scrya.
POWER
Annabelle is a Support-type class. Almost all her magic spells are used for support purpose, whether offensive or defensive. She is proficient with speed-casting and often uses this talent for the benefit of her team. Her mage rank is A.
Miata and Vios, given by Annabelle’s grandfather as her birthday present, are categorized as Storage Device. They are constructed to resemble bracelets (Miata is the left bracelet, while Vios is the right bracelet). Each has specific role: Miata’s function is to regulate Annabelle’s magic while Vios act as spell guidance system.
DEFENSIVE ABILITIES- Barrier Jacket: Annabelle’s suit is a Cleric-type uniform, with brown/white trim colour scheme. This suit is not just the flashy costume, but also refers to an invisible defensive field generated by the costume, reducing or eliminating any serious injury from events such as an impact with a building.
- Bastion: Annabelle’s first spell, it is used for defensive purpose whether to protect its caster or target of choice (usually friendly units).
- Round Table: a powerful shield able to absorb physical or magical attacks. It can only protect from one direction, however.
- Bind Break: Annabelle tempts to deactivate a binding or imprisoning spell. The amount of time required to deactivate depends on the complexity of the target magic.
- Megalith: the most powerful Shield-type magic, it creates a wall of stones that either surrounds target or stands between target and oncoming threat.
OFFENSIVE ABILITIES- Earthquake: Annabelle’s regular offensive spell, she summons an earthquake that delivers moderate to extreme damage to target area (its damage rating is, interestingly, measured on Richter scale). While powerful it is useless against airborne targets.
- Stalagmite: functions the same as Earthquake but Annabelle summons spikes from Earth instead of tremor. Very useful to separate huge group into small skirmishes. On some occasion, the stalagmites can also be used as barricades.
- Liquefaction: it transforms granular material from solid to liquid, and may cause structures or people to tilt or sink into the liquefied deposits.
- Meteor: Annabelle summons meteors from up above and sends them crashing onto target area. It can hit both grounded and airborne targets but is less effective against targets with high mobility rate.
- Fissure: it is actually a Richter-9 Earthquake but in reality is a very different form of magic. It is rarely used due to long casting time (even speed spell-casters like Annabelle needs ample time to cast such spell). When unleashed, its destructive power is more than enough to level an area the size of Hong Kong. Its other name is Death Valley.
ADDITIONAL INFORMATION
Like anyone assigned under senior officers, Annabelle admires Yuuno and often calls him ‘big brother’. This puts her on odds against Leonidas (who believes that Yuuno is using her naiveté for his own advantage) and Arf (who thinks Annabelle is too young to have a boyfriend). When not on duty or training, Annabelle often practices singing as her ambition is to become a songstress.
Note the reference to Mustang, Miata and Vios cars.

It's in fashion to boost huh? Even the Kha mentioned in my post is also one, albeit he's so broken cos he's good at shielding, boosting, tanking with shield off while only suffering from lack of options in the damage department (One melee an 1 ranged attack, unless you count his shield tricks.)
