Julio never went to the elves' side, whoever told you that needs to get his/her facts straight. See spoiler for what happened to him in the LNs:

Vol13-15: during the war between Romalia and Gallia Julio's with Pope Vittorio.

Vol16: He went sweet-talking the Gallian Void user after Joseph's death, and got her to work with Vittorio. Said Void user is Tabitha's twin separated at birth due to Gallia's policy to kill off one of the twins to prevent succession troubles later on, but Tabitha's mother couldn't bring herself to kill off one of her daughters.

Vol17:Tabitha's replaced by her twin (Yosette), which led to Julio (and by extension, Pope Vittorio) being the ones who dictate Gallia politics.

Vol18:Still with Yosette. Though he did get in a fistfight with Saito.

Vol19:With Vittorio, providing moral support after Vittorio confirms he will still follow in Brimir's footsteps by genociding the elves - horrible, but they has no other choices left if humans in Helkeginia is to survive the Windstone catastrophe.

Vol20:Summoned by Yosette as the Mind of God, in addition to being Windalfr. Dual role Void familiars has happened before, being Sasha in Brimir's days.

So no, Julio's not with the elves.
