Also, do note that in prior episodes, Misa mentioned that the cutoff point for a pirate ship to maintain the Letter of Marque was that they had to be
junyokan - cruiser-class - or better, and that
Bentenmaru was near the cutoff point. That said I'll need to rewatch and figure out whether they mentioned
kei-junyokan (light cruiser, CL) or
itto-junyokan (heavy cruiser, CA) specifically.
A combat vessel intended to operate in littoral waters would range from a patrol boat at the low end, to a corvette at the medium end, with a frigate being the highest displacement you could have (it should be noted that many navies in littoral waters, particularly the Swedes and Norwegians, use a lot of corvettes with the occasional frigate). Not a light or heavy cruiser, which, as the name suggests, is intended for long range cruising on the open seas.
