Elsie is 300 years old, and Keima hasn't even seen her as more than a burden ever since she came into the series, and she hasn't even been teased (besides that small trip to the theme park) which is why I don't really think Elsie is in the picture.
If you ask me, its Either Ayumi because of the 1st girl syndrome, Kanon, because of the 1st girl syndrome again ( the first one we know that remembers the conquests ), or Tenri because of the 1st girl syndrome for the third time ( She is the one that first met Keima )
I sympathize with Haqua because she's under-rated and her intent is always clear, and she's the cute type of tsundere, not the crazy type.
