This episode was a smatter of contents from vol.6, 7, and 8... it kinda annoyed me to see them shuffling the plot so much when everything would've been fine if they would just leave it as it was.

Julio's entrance was rather corny. Actually, his entire character in the anime is corny. It's true that he is somewhat of an aloof pretty boy in the novel, but never to this level.
I see no point for them to bring Julio in so early. Right now, his appearance in this episode served no apparant purpose other than as a potential "rival" for Saito. His appearance in the novel, however, had an important role of restoring Saito and Louise's relationship tension in the midst of the war. Since Julio has lost the "first meeting" impact, they probably can't do that novel event anymore, which sucks.
Most of the stuff that happened in this episode (Agnes and her brigade's occupation of the magic academy after the draftees had left for war, Saito's training with Agnes, etc.) happened in the novel AFTER Louise and Saito's entry into the war. I guess they figured the events in this episode would have too little impact if it was done after all the main characters have already left. Still, they could've simply elaborated on Agnes' past and Colbert's conflict.
All in all, these are all complaints of a novel reader. I think the episode was fine from an anime watcher's point of view.

Next episode looks back on track, as Louise and Saito "meets the parents" before their departure for the war.
Personally, I can't wait to see Guiche and Malicorne's war accomplishments.
