two shots against it already... so I highly doubt that's rue, especially since I don't think there's any evidence to support it
though I admit, I kinda wish Cruz did have a Fragment... but I suspect his role is to be the normal person in a world of superhumans (though I have another theory about why Cruz is a big character, but that's just a completely insane theory)
