Yes, for Meta-Battler. For Ange and the other characters in 1998, however, Hachijou's novels exist, and for us, the readers, we have, well, the story itself.
You don't NEED to be in the Meta-World to solve Umineko. You and I certainly aren't.
I think people are reading too much into Ryukishi's "this isn't a conventional mystery" declaration... I think he's just talking about the fake scenes and the meta-narrative rather than the existence of magic. One thing chronotrig is definitely correct about is the idea of magic being a pleasant false alternative to the real events, since that's the way it's been presented in the story for quite some time now.

-It wasn't one of your family who's responsible for everyone's deaths, Battler, it was me, the evil witch. Hate me, please, for the love of god.
-George and I got together because of my magical contract, and thanks to it, nothing can possibly go wrong. No, I'm not still in love with Battler, I've moved on, really. (Actually, this one makes little sense.)
-It wasn't you who broke this vase, it was that cat over there. Don't worry, your grandfather isn't going to kill you.
-It isn't my mother who's being a horrible evil bitch to me, it's a bad witch possessing her. UUUUUUUUUUUUUUUUU
-It's not like I'm alone and friendless, I have this magical book with me teaching me how to open the Chamber of Secrets.
-Amakusa isn't a murderer, I totally killed these people with my epic furniture. No, he didn't just snipe me in the face, I transported myself into the meta-world to confront Beatrice. Yup.
-Kinzo isn't dead, he's just hiding. In this room. And he'll implode if anyone opens it. Also he actually values all the effort I've put into keeping this family stable over the years that I've never been rewarded for at all.
See what I mean? Magic is a lie. It isn't real. It doesn't exist. It's the happy ending.
