Shamal only says that the connections are breaking down, which would hinder Hayate's ability to restart them or send them additional energy. So even if there is vestiges of a link there, it's not like the Wolkenritter are drawing on Hayate's mana like a familiar.
And without getting into too much of a debate on power levels, Fate is S+, same as Nanoha, but we have no idea how much of a "mana available" difference that is, compared to A, especially when you consider specialities. Ranks are technically earned, after all, and it's not clear if Yuuno could have gone higher if he decided to, but it seems he's more content to live as a librarian/archeologist.
So it could go either way, based on what the author wants, but I'd suspect some argument when the decision comes up to make Nanoha a familiar. I can expect her friends to pipe up with "You already have a familiar, and two, especially Nanoha, would be too risky for you; let me do it" where such a person is one of the other mages. Heh, maybe Lindy, who is S-ranked. Subaru might do it, and she's AA-ranked.
Anyway, just random thoughts, mainly. If it does require a lot of mana, I can see it being really hard on Nanoha and Fate, as both would have to stop doing what they love; quite the sacrifice. I don't see it ending well.

I finally gave in and started writing a Chapter 2 to explain the choices in the first chapter XD. Hopefully it'll address some of the very valid points you brought up.
A note though, this incident happened right after Nanoha's accident (Nanoha is 12 years old), so Subaru wouldn't have been around to be an option.
I hadn't thought about the implications with their careers, so thanks for the idea . Although depending on how I want the story to go (it was supposed to just be a short story, damnit! , I might not have time to develop that idea compared to some of the other stuff I wanted to do.

"So... Arf... How come you look so worn out?" There was that smug, smirking look that had Arf whimpering, even as she slowly explained what happened out there. "Ah, I see, well, no problem then." Linith turned and left, leaving Arf to slump to the floor in relief. "Oh, and Arf..." Linith turned to the wolfgirl and fixed her with a look that froze her in place. "Come here..." Linith crocked a finger forward from her position in the kitchen.
Arf gulped and walked to Linith, before yelping as something round dropped on her head, before a popping noise was heard, covering her in something slimy and sticky.
"Oh dear, it looks like you're messy..." Linith gasped softly. "Bad dog! Outside, and get out of those smelly clothes."
"No fair." Arf whimpered as Linith threw her outside. "It's just not fair." Why did Linith pick on her so much? As she pulled her sticky clothes off, she shivered as a cold breeze blew across her naked body. "How do humans deal with having no fur?" She asked, wondering why Linith picked on her so much.
Deep down, she knew why. They both wanted the best thing for Fate and Alicia and if Arf couldn't protect Fate, then she was failing in her duties.
She yelped as a large blanket was wrapped around her shoulders as Linith hugged her from behind. "Linith?"
"Sorry, your reactions are always funny." Linith whispered softly. "Come on, I'll give you a bath."
"...Thanks." Arf smiled as she was led back inside.

Cute Fate/Alicia moment in the beginning, but it feels like to me that Linith either has a very nasty, mean sense of humour, or Arf has a very thick skin for teasing .
