Finally I get enough information to make a post about Kyubey XD

I don't think we should outright assume that Kyubey is pure evil/the devil/out to kill magical girls. Kyubey is supicious, alright, but I don't think he is the big bad. It's more than likely that he's a minion working for a higher power and has an agenda determined by said higher power. Whether or not he enjoys this agenda, or makes his own tweaks to it, is unclear. Kyubey cannot simply be out to kill magical girls: that would take far, far too much work and he's had his chances to kill them off already. What would be the point of extensively training someone to become a magical girl if he can bestow powers without a contract? Mami stated that she didn't have a choice in the matter of becoming a magical girl, which leads to the assumption that Kyubey forced the powers on her. Unless there are only certain circumstances when he can do that, he could just give Madoka and Sayaka powers and kill them off easily. It just seems like too much work for a simple goal: really, if Kyubey is as powerful as most speculate he is, he could have killed off the girls, including Mami, already.
I think another point we tend to over look is that Kyubey is probably not the only contractor there is. Mami mentioned that Kyubey is a contractor and implied that there are quite of few of them around. There would have to be if Homura says there is some kind of game going on. It's another reason why it's unlikely that Kyubey is merely planning to kill the girls off.
So what are his true intentions? Well, I'm not completely sure. Obviously, there is a higher agenda going on here: Homura mentions it and we can guess that the true existence of magical girls and witches are not what they appear. There could be a feud between girls and witches or it could be something more sinister, like genocide to some extent (the mass killing of witches would leads me to that conclusion). What I think is that some higher power who has not appeared or even been mentioned yet (it's entirely possible that Mami and Homura knew something was up but didn't know the extent of it) is behind all of this. This power is creating contractors to go out and coerce girls to become either magical girls or witches. This could all be part of a sinister game the higher power is playing: who will come out on top? I think we need to assume that the problems of magical girls go far beyond Kyubey. He is certainly part of the game but I highly doubt he is the mastermind behind it.
Personally, I want to see some more contractors and see the cast of characters expand beyond the main five we have know (not including witches as they only appear for one episode).
