I don't really think that christian lobbying groups are pro-bullying. From the look of it, they don't like having gay-rights group to provide anti-bullying training and talks in school. Many will disagree with their reasoning, but that's not quite fighting for the rights to bully.
To me the article you posted is using a similar tactic that government use to label oppositions as child porn supporters when they try to pass some restrictive, internet-related bill. Not cool.
