Arming him with only his first 10 switches would be a huge handicap... but I think every single IS would be shaking in their boots of switch number 10

EDIT: Well I'm sure switch no.1 can provide the necessary speed while in base states and under the influence of the unique density of cosmic energy. He will eventually gain a new states/form just for this dimension... more plot point than actual need for power-up.
