Just please balance it out, otherwise government will try to massproduce Kamen Rider and eventually bring themselves their doom.
If I think about it, it would be a good plot point that Fourze is much slower and can't fly (or far worse than I.S. and celestial can) so the I.S. team can bring down the target/ ambush/slowing it down first.
On the other hand, Fourze's small size made it more flexible in cramped space, and much more lethal in close combat than I.S. did. He would also take out heavy & slow celestial that I.S. has a hard time to take down, using brute power rather than using alpha strike (=moar dakka). So Fourze would be a 'Small' Mighty Glacier compared to I.S.
Having Fourze or I.S. solve everything is not fun after all.
