You just noticed? Jake was born when Albert Wesker was in Umbrella's Intelligence Bureau. Of course, this does bring up the question in how was it that Jake got his special blood? The Prototype Virus was injected after Jake was born, so having the special genes pass on was a bit strange in my view. Of course, Albert being a "superior" being in having survived the Prototype virus could indicate that Albert was indeed special, but I wish more info was around on this aspect.
