I believe her power is breakdown of atoms. Kind of like controlled fission. The result it released energy that exists in a medium that is shattering atom and its subtomic components. It releases as light and heat energy hence beams. Hence due to her capacity to affect subatomic charges, she can limitedly deflect misaka's attacks and vice-versa.
Ofcourse this is just my theory.
