I'm leaning toward the new nation/empire hypothesis. Then as potential legal wives he could take Regin, any Vanadis he wins over(not sure if he could get all of the current seven since at least one or two will likely be on the opposition force for the Zhcted arc), and any other royal lady who pops up in later volumes. Lim and Teita round out the equation as representatives for the potential mistress camp. Of course, it will also be interesting to see Tigre's eventual response to the marriage proposals already sent to him.
One of the more entertaining aspects of the current story is the fact that essentially all romantic development between any of the characters is completely stonewalled by the differences in social standing. It does make me wonder what equivalent rank a man, such as Mira's father, would have to have in order to marry a Vanadis.
