You're right but Haruna's confession cannot take place until their ready to end the series.
When Haruna confesses the story will be at it's conclusion because she's the last piece of the puzzle and from there the rest will fall into place easily. Haruna can be convinced by Lala and Rito. Kotegawa can be convinced because as "shameless" as it is you could say that those are the rules of devilukean society. Rin can be convinced by also getting Zastin to marry Saki. Risa (if you really want to add her) can be convinced because she's a dirty old man and will enjoy threesome action.
