Always bothered me. In any reasonably well written world, he would be locked in a facility 500 ft below ground undergoing 24 hour rigorous conditioning. But Genetics basically says "lol lets just let him walk around doing nothing". What's worse is that he goes on these inner monologues about how he wants to use his power For Great Justice, but himself doesn't seem to ever petition anyone about teaching him anything about anything. What's his face from Kuragehime at least played around and meditated until
a plot device happened he acquired his ability.
I wouldn't actually be surprised if Limiters all honed their abilities through just yelling "Freezing!" and straining real hard until something useful happens.
