Kuu literally means empty or air.

Now in context of Kuudere. The Kuu (empty) part pertains to the emotionlessness of the character. The dere part is the payoff as the character later goes on loving girl mode.

ex.

Rei of Evangelion with Shinji running away for their lives and his father. She blushes when they are alone.

Zero of G-On Riders from emotionless maid android to dojiko around the male lead.

Vanilla H in the Galaxy Angel games.

Ruri Hoshino of Nadesico when even she sarts to have romantic inclinations.

Chachamaru of Negima again android in dojiko mode.

Alternate Yuki Nagato in Disapperance of Suzumiya Haruhi.

Tabitha of Zero no Tsukaima: Princess no Rondo. She got the hots for Saito.
