Here are some of the simpler ways.
Open your image in PhotoShop.
Posibility 1 : Use one of the Eraser tools.
Make sure your image is selected otherwise you might get an error
... now use either the normal Eraser tool. The Eraser tool is next to the Clone Stamp tool.

It's very simple you just use it like a brush or anything else... and erase... use the

Posibility 2 :
Use the magic eraser tool... same as eraser tool only its more like the fill tool.
Posibility 3 :
Use a Layer Mask... it will make everything exept the selected area transparent... this is the most probabel method used to create that template that you posted.
Just select an area and then add the layer mask.
To make a more complex selection see the tutorial above... try doing a 1px stroke, so that the image will look nicer (the one you posted probably has one)

Off course this a realy cheap example... to make it easier try displaying the grid (the
Window menu on the main menu bar) and using the ruller tool... that way you can make nice precise and simetrical pin point borders... good luck
