Anime industry makes more money on merchandise, gambling like pachinko, mobages and exporting copyright/ip to other countries. Oricon doesn't track these. It's still very much the gold standard in japan for when it comes tracking sales of dvds, books, music, and stuff like those.
Also, oricon does count amazon. They do so for physical music cds and dvds for sure so physical books should be no different.
