Those conditions aren't possible and bin laden knows it. He's just saying that to try to convince people who aren't islamic extremest to support him, by portraying himself as a man who is fighting justly for the islamic people.
The US has no troops in mecca, so we can't withdraw them. Our current war in Iraq has also resulted in most US troops that were in saudi arabia to be redeployed. Despite our current tensions, the US alliance with saudi arabia is one of our oldest, and cutting ties would harm both countries. The US has been critcizing Israel of late, but once again, we can't just cut off an ally.
