it seems like that you
can command people with a higher count BUT one can ignore another ones commands if he is challenging the one with a higher number to a battle,
if the one with the higher number isnt accepting it than the one with the lower number doesnt need to obey him,
that is basically the only loophole towards the command thingy

yeah that would be possible...
probably in-story most people never realised something like that, isnt all that uncommon for storys to have chars who are to stupid to exploid the system they have despite it being obvious
