the character( i mean the top espers) themselves dont know all of them i guess... like when gunha and mikoto fight they did not know that both of them are level 5...maybe they just know that there are 7 level 5 maybe the top 1,2,3,4 and 5 know each other because they are involve on the academy dark side ?!
