Not sure...have we seen Soifon's bankai? Was that flashy move during her fight with Yourichi her bankai? I'd say her bankai is probably better than Hitsugaya's, since she's a better fighter than him overall. She's been able to complete her missions using shikai, whereas Hitsugaya still nearly fails many of his missions even with bankai out.
