It's exactly as Seric pointed out to Kio, the enemy isn't playing fair and disabling their suits isn't going to bring them to your side.
On that matter I'm guessing the reason why Second Moon is being brought into this is to continue with the "survival of the fittest" for the Vagans? By putting it next to the cannon, the collateral damage could be high which would result in the deaths of many Vagans.
