I actually thought the OST actually expanded nicely in the move to the second arc. By the end of the first arc, it was starting to seem to me a bit like the repertoire was limited, as the songs and themes seemed to keep coming back. But then, it moved in to the second arc and a whole new world of music was unleashed to match the new world, while they still sometimes went back and referenced the music in the first arc. So the actual body of music grew significantly in the second-cour, and I thought it helped breath some new life into the new game world and helped reinforce the switch in gears. Just my observation, of course.
