I'll gladly throw myself in the river if it's the price for being with a cute girl in a swimsuit for more than 1 hour ... jokes aside, that line is petty common with humoristic sadistic people, and that is whether they are involved with the incident or not (and it's even more common in full-on boke and tsukkomi comedy like this one), so I don't think she's really involved with it ... unless she's Senjougahara level that is >.>
