In my opinion, there are many games with great voic acting, but if I had to narrow it down to the best voice actors, I'd probably go with:

2nd, espeically with Brian Cox as Visari, its a perfect match much like Ron Pearlman as Lord Hood in Halo.
I'd have to throw in Halo also, its 2 main characters were done brilliantly I thought even if one of them rarely speaks
They got the best voice to match the Chief, so in that right even if he doesn't say much it, still works greatly when he does speak.
And well Jen Taylor as Cortana is perfect.
Same can be said for Johnson also
