Mah~ I get the idea from Aria that country hopping isn't too farfletch. I get the impression from everybody else, that a Butei killing someone has major consequences. Usually you'll get arrested, but if they do that then the officials would have to declassified those files, if they don't want to do that- They'll just sent you a burn notice stating that you have been blacklisted.
Don't forget, he's brought up in the Assassin's Brotherhood, that means he's got a few years (
they start young) under his belt working in covert intelligences.
