Well in a meta sence he's the Watson, the person ideas are explained too. As for his role in the Maou's plan, who knows, but if it takes a Maou to fix the human's problems maybe it will take a Hero to fix the demons.

Productivity is, as you and Anh_Minh observed, obvious within the year, because all of the land is being used to produce food year round. However, sustainability is not as obvious. It's only when crop is planted into the divisions that were used for clover and turnips that the farmers can observe that the clover an turnip grazing fields help sustain soil nutrients. Since the rotation is on a four year cycle, with each division rotated annually, it would take more than a year for the farmers to observe sustainability.
It will be quite clear to anyone with a farming background that come time to till it the clover field has much better soil then haveing the same feild set fallow as not only do you have it fertilized by the live stock but clover is itself a soil enriching plant so even if the 4 crop rotation is a bust ( highly unlikely as it is one of the key componets of the British Agricultural Revolution durring the 18th centery) they have still found a way to incress food perduction by replaceing fallow fields with clover grazeing land there by opening up more useable farmland.
