At first, I didn't believe it as both of them aren't enrolled at Tokiwadai at the first place. But considering that the Queen doesn't show herself in public, probably not even in Tokiwadai, she's probably hiding under a different identity and thus enrolled in two schools at the same time to keep herself low-profile. This "different identity" could be one or none of them.
Considering Seiri's beauty and influence in Touma's class (she acts as the Class Rep when Pierce is the real one), and Seria's knowledge of the ToAru world, one of them could be the Queen. Or they could be people controlled by the Queen herself.

This could actually be countered by the premise that the Queen should be in middle school, while Seiri and Seria are already in high school.
However, as the Queen dislikes appearing in public, she could have faked her identity and passed off as a high schooler despite still in middle school.
