I almost forgot. I think that, based on Tom the fishman, Fishman Island is technologically advanced with tubes going from the surface to the island, which is covered by a large bubble dome.
Also, the fishman shichubukai, I think, is king of not only that island but all the fishmen, mermen, and the undersea world.
