The idea changed because, well, the US doesn't have any non-nuclear carriers anymore, but both Japan and the United States agree that the US still needs to operate a super carrier out of Japan.
As for the principle, that nuclear powered carriers (and submarines, though no longer cruisers, destroyers, and frigates) is a weapon of war...a nuclear powered weapon of war.
Why does that matter? Because it has the word "nuclear" in it.
