This is not a real world.

basis. This is a partially-fictional world (parallel universe), so the author can play around with the mindsets of people and the characters as much as he likes as long as he does not make contradictions
within his own logic.
Since the existence of Butei as a counter to rising crime rates is not contradictory, then everything still makes sense.
