Chances are it's a DGTO-sanctioned hit, because watching him as much as he's watching them, they suspected that Sono was committing high treason, going by left field and exploiting government/military resources for personal gain. So before he could possibly usurp the DGTO leadership, they decided to eliminate him despite being the government's largest military supplier.
