Conscription in China only applies to people beyond highschool age (I think like 2-3 years service, I'm kinda uncertain), so I believe that's not the case. Forced SCREENING on the other hand....
As for Cecilia as Cadet rep, it's all about the requirement for inheritance. Her having high BIT compatibility was on pure chance.
